The minimum qualifications for the position of Police Utility Officer are as follows:

  • Is a US Citizen.
  • Is a resident of the State of New Jersey.
  • Is able to read, write and speak the English language well and intelligently.
  • Is of sound and good health.
  • Is of good moral character.
  • Has not been convicted of any offense involving dishonesty or which would make the person unfit to perform the duties of this office.

POLICE UTILITY OFFICER

Under direction performs varied tasks involved in painting traffic and crosswalk lines and/or assists in the assembly, installation, removal and maintenance of traffic, control devices, automatic traffic recording (ATR) devices, signs and other traffic related equipment; also performs other related duties as directed.

EXAMPLES OF WORK:

  • Mixes paints for traffic lines and paints traffic lines.
  • Performs varied line painting tasks using a commercial paint machine for pedestrian and vehicular traffic.
  • Operates crosswalk type line marking machine, power spray guns, mobile line painters, and other motorized line painting equipment.
  • Operates van, ladder, and drilling equipment.
  • Erects and repairs damaged traffic poles and signs.
  • Operates component equipment on a line-striping motor vehicle.
  • Paints sign poles and traffic warning and regulatory signs.
  • Paint interior walls of the Police Department.
  • Mixes concrete and grouts for traffic pole bases.
  • Interprets plans and sketches.
  • May assist in cutting, threading, assembly, and laying of electrical conduit/fittings, and in making and maintaining of wood and metal forms.
  • Obtains and inputs information into traffic database.
  • May assist in compiling traffic reports.
  • Reviews and sorts downloaded traffic information.
  • Sets up barricades, flags, signs, redirects motorists, moves cones, etc., to ensure work zone safety.
  • Participates in work zone safety activities.
  • May conduct pedestrian counts at specific locations for statistical purposes.
  • Performs sign installations and inventory surveys.
  • Maintains records and files.
  • Utilizes safety equipment and follows safety procedures while controlling traffic flow to ensure protection of personnel, equipment, and the general public during maintenance operations.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Supervise the crossing guards and perform crossing guard duties when assigned.
  • Maintain the department’s vehicles and related equipment.
  • Work on a ladder.
  • Lift heavy objects.
  • Collect coins from the parking meters and transport them to the bank.
  • Maintain the parking meters.
  • Driving a van with a trailer attached.
  • Change light bulbs.
  • Maintain the Police Department offices, work area and storage areas.
  • Ability to use various power tools.
  • Supervise summer employees.
  • Must possess basic carpentry skills.
  • Maintain an inventory of all paint and other supplies and order as necessary.

REQUIREMENTS:

Must be a US citizen and be able to work full time Monday thru Friday. Must also be available to work at night, on weekends and holidays for special events and be on call for emergencies. Prior to receiving an offer of employment an applicant must submit to a comprehensive background check that includes being fingerprinted. Applicants must also pass a medical physical and a drug test by urinalysis as a condition of employment.

LICENSE:

Appointees will be required to possess a driver’s license valid in New Jersey to perform essential duties of the position.

Appointees may be required to possess a valid Commercial Driver’s License (CDL) and applicable endorsements for the class and type of vehicle being operated.

KNOWLEDGE AND ABILITIES:

  • Ability to learn to use the materials and equipment for the assembly, installation, and maintenance of traffic control devices, signs, and/or in street painting.
  • Ability to learn to operate traffic counting devices and equipment.
  • Ability to understand, remember, and carry out oral and written direction.
  • Ability to learn safety measures.
  • Ability to keep notes and records.
  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, and communicate in English proficiently to perform duties of this position.
